Who are Eligible to Apply?

To be eligible for the Helmut-Schmidt-Programme Scholarship, applicants must:

Be a citizen of a developing country (DAAD provides a specific list of eligible countries)

• Hold a relevant bachelor’s degree in economics, political science, international relations, law, psychology, or a related field (minimum 15 ECTS credits in social protection topics if not directly related)
• Have at least 5 months of practical experience in social protection (paid or voluntary)
• Show C1-level English proficiency (CEFR) via recognized tests or a university instruction language certificate
• Meet DAAD’s formal eligibility and documentation requirements (incomplete applications will not be considered)

Eligible Universities and Master’s Programs

Applicants can apply for up to two of the Master’s courses listed below. Scholarships are available for seven Master’s programs at the following universities:
